According to a NASA report, increased temperatures are associated with variations in precipitation and increased frequency of both drought and extreme water events. watch nowWhile WMO found that much of Asia suffered from a substantial lack of precipitation in 2023, there were also many extreme weather events associated with heavy rainfall and flooding. The WMO report noted that a lack of rainfall could also have detrimental effects on drinking water sources, agriculture, industry, and hydropower. Authors of the report argued the data confirms the need for early warning systems for extreme weather and more disaster risk reduction to mitigate losses and damage caused by climate change in the future.

CNN —A record quantity of bribes, including cash, booze, drugs and precious metals, has been seized by Indian election authorities in the run-up to mammoth nationwide polls that begin on Friday. The Election Commission of India (ECI) on Monday revealed it had recovered inducements worth just over $550 million since March — the largest amount in the country’s 75-year electoral history. It marks a “sharp increase” on the more than $400 million in bribes seized by the ECI in the country’s last general election in 2019, the agency said. India’s political parties and leaders routinely preach against election corruption and inducements, but the level of monitoring and tackling of graft across such a vast nation varies widely. Anti-corruption groups had long complained that the system meant a lack of transparency in donations to political parties — allowing corporations to donate large sums without disclosure.

The floods affected multiple settlements across Russia in the South Urals region east of Moscow, in Western Siberia and near the Volga River, as well as at least five regions of Kazakhstan, which shares a long border with Russia. Dmitri S. Peskov, the Kremlin’s spokesman, said on Wednesday that the situation was “quite tense” and the forecast was “unfavorable” as “large amounts of water are coming to new regions.”

CNN —Floods have swamped parts of Russia and Kazakhstan after Europe’s third-longest river burst its banks, forcing more than 100,000 people to evacuate and sparking protests against the authorities. The Kremlin said that Russian President Vladimir Putin would on Wednesday receive reports from the governors of the three seriously affected regions: Orenburg, Kurgan and Tyumen. Video posts on social media showed hundreds of protesters gathering outside the city hall in Orsk, Orenburg, chanting “Shame! Shame!” and “Putin, help!” Other footage showed demonstrators accusing the state of “doing nothing” and criticizing the city’s mayor, Vasily Kozupitsa. In one video, Orenburg governor Denis Pasler tells a news conference he should be on vacation rather than responding to the floods.

MOSCOW (AP) — A Russian Soyuz rocket carrying three astronauts to the International Space Station blasted off Saturday, two days after its launch was aborted at the last minute. The spacecraft carrying NASA astronaut Tracy Dyson, Russian Oleg Novitsky and Marina Vasilevskaya of Belarus launched smoothly from the Russian-leased Baikonur launch facility in Kazakhstan. The head of the Russian space agency, Yuri Borisov, said the launch abort was triggered by a voltage drop in a power source. The space capsule atop the rocket separated and went into orbit eight minutes after the launch and began a two-day, 34-orbit trip to the space station. Russia has continued to rely on modified versions of Soviet-designed rockets for commercial satellites, as well as crews and cargo to the space station.

CNN —Russian President Vladimir Putin is widely expected to sail to re-election in a nationwide vote that begins on March 15, securing a fifth term in office and a full third decade as Russia’s paramount leader. As Kremlin chairman, Russian Prime Minister Mikhail Mishustin would become the country's leader temporarily if Putin were to die or be incarcerated while in office. In 2008, Putin reached the end of his second presidential term, and stepped aside for a handpicked placeholder, Dmitry Medvedev. Some Russian political observers speculate that the real competition to succeed Putin is not likely until the 2030s, when Putin reaches his sixth term. CNN —OPEC+ member nations have agreed to extend their voluntary cuts to crude oil production through the second quarter, the group announced Sunday. The move is a part of the group’s perpetual balancing act to stabilize oil prices by reducing supply. OPEC+, a coalition of the world’s top oil producing countries, had announced voluntary oil cuts of 2.2 million barrels per day in November. The Energy Information Administration reported last month oil refinery inputs, crude oil stock, and gasoline production were all increasing. Oil prices fell on the agency’s announcement US commercial crude oil inventory was sitting at 447.2 million barrels.

Seoul, South Korea CNN —A record number of Russians are seeking asylum in South Korea, according to South Korean authorities, with applications surging fivefold last year as Russians became the largest group seeking refuge in the East Asian country. A total of 5,750 Russian nationals sought asylum in South Korea in 2023, according to a report released earlier this month by the Korean Immigration Service. That’s five times higher than the 1,038 who sought protection in 2022 – and more than the total number of asylum applications from Russians recorded between 1994 and 2019. And the trend has continued into this year, with Russians making up the biggest group seeking asylum in January. In the past three decades, just 4,052 people have been recognized as refugees in South Korea from more than 103,000 asylum applications, according to the report.

CNN —US officials have been scouring a trove of newly leaked documents from a Chinese tech firm for clues on how the government in Beijing allegedly uses the company in extensive hacking campaigns, multiple US cybersecurity officials familiar with the matter told CNN. The documents, posted anonymously online last weekend for anyone to access, include screenshots of chat logs, as well as records of employees and Chinese government clients of the tech firm I-Soon. “This is some of the best visibility we’ve had into Chinese hacking operations outside of a government SCIF,” said Adam Kozy, who used to track Chinese hackers for the FBI, using an acronym for classified facilities. In a leaked marketing presentation, I-Soon touted its participation in an unspecified hacking project for China’s Ministry of Public Security in 2018. The project “achieved significant results” and received “recognition and praise” from Chinese officials, according to a presentation slide.

A well in Kazakhstan leaked 140,000 tons of methane into Earth's atmosphere in 2023, scientists say. Methane is estimated to be about 28 times more potent than carbon dioxide in global warming.
